Wind elastic thread onto bobbin by hand. Stitch parallel rows 1 cm apart across the bodice. Hit with high steam iron to shrink into tight gathers.
Hem curved edge of flutter sleeves. Attach to bodice shoulder points.
Stitch side seams. Gather peplum flounce to match bottom of shirred bodice, attach right sides together, and hem.
